KAMPALA – The Kabale Municipality Member of Parliament, Hon. Andrew Aja Bryayanga, has unveiled a comprehensive five-year leadership plan aimed at solving chronic water shortages, improving security, and boosting household incomes.

Dubbed the “Municipal Transformation Agenda,” the legislator’s plan outlines eight flagship projects ranging from infrastructure rehabilitation to educational integration, including long-term development planning.
Hon. Bryayanga confirmed he will tackle water scarcity by expanding the Kashanje, Bugongi, and Karubanda gravitational water schemes across the municipality.
The expansion is expected to extend reliable piped water to remaining dark spots, drastically reducing waterborne diseases and long fetch times for women and children.
The lawmaker also launched a five-year project to install 1,000 solar-powered security lights in all dark corners, alleys, and high-risk zones to combat rising nighttime insecurity.
The initiative aims to improve safety, extend small business operating hours, allow students to study at night, and help residents sleep peacefully.
Hon. Bryayanga promised to lobby for the reinstatement of USMID road funding to Kabale Municipality after the program was partially withdrawn due to administrative challenges.
He further vowed to advocate for the full disbursement of city funds, arguing that parliamentary approval of Kabale’s city status means nothing without a budget to build roads, parks, and public services.
The legislator confirmed plans to lobby for the integration of National Teachers College Kabale to become the Faculty of Education, and Uganda Christian University Kabale to become the Faculty of Commerce, under Kabale University.
“Why run parallel systems? Integration will strengthen the university, reduce duplication of resources, and keep our children studying locally rather than rushing to Kampala,” Aja Bryayanga noted.
Hon. Andrew Aja Bryayanga emphasized heavy plans on agriculture through the Farmer Empowerment Program, which will distribute improved seedlings, modern tools, and quality inputs to boost productivity.
He stated that he will introduce a Backyard Garden Initiative, dubbed the Healthy Lifestyle approach, encouraging every household to start small home gardens where vegetables and fruits secure family nutrition and put extra shillings in their pockets.
The MP further pledged to lobby for more health projects, facilities, and support within the municipality through advocacy for better equipment at Kabale Regional Referral Hospital and stocking lower-level health centers with essential medicines.
