KANUNGU – Learning institutions in Kanungu District that prematurely closed Term I of the 2026 school calendar risk being required to explain their actions, pending an audit to ascertain syllabus completion status.

The directive was issued by the District Deputy Resident District Commissioner (D/RDC), Dr. Ahimbisibwe Gad Rugaju, in an official statement as the schools break for the first term holidays.

According to the Deputy RDC, all school administrators must always heed the Ministry of Education and Sports’ stipulated calendar, as the official current Term I closing date is Friday, 2nd May 2026.

Dr. Gad Rugaju warned that when head teachers respect the calendar, learners perform better, whereas closing early leads to increased student failure, school dropouts, and loss of public trust.

“There is a positive correlation between following the calendar and student success. Simply put, when head teachers respect the school calendar, students perform better. On the other hand, closing early leads to more student failure, school dropouts, and loss of public trust,” revealed Gad Rugaju.

Dr. Rugaju appreciated compliant head teachers for protecting parents from fraud, ensuring that full payment receives a full term’s lessons, and safeguarding students from missing syllabus coverage that leads to failing UCE/UACE exams.

Ahimbisibwe Gad Rugaju praised compliant head teachers for protecting Uganda’s future by advancing national plans like NDP III and Vision 2040, while warning that premature closure fuels student dropouts, exam failure, and loss of public trust in schools.

He accused non-compliant head teachers of breaking the law under the Education Act 2008 and Ministry circulars, and of defrauding parents by taking full fees while delivering only 80 percent of teaching time.

The Deputy RDC further accused them of sabotaging children’s futures by exposing them to exam questions they cannot answer, and of shaming the teaching profession by failing to demonstrate integrity.

“Non-compliant head teachers are breaking the law under the Education Act 2008 and Ministry circulars. They are defrauding parents by taking full fees while delivering only 80 percent of teaching time. They are sabotaging children’s futures exposing them to exam questions they cannot answer and shaming the teaching profession by failing to demonstrate integrity,” stated Gad Rugaju.

Deputy RDC Gad Rugaju further warned that schools that disobeyed must submit a written explanation to the District Education Officer by 30th April 2026, prepare for an audit, and if the syllabus is found incomplete, organize free extra lessons.
