Rukiga Moves to Register, Sanction Defaulters as National Cleaning Day Participation Flags

Rukiga district officials are set to register all participants in the monthly National Cleaning Day exercise, in a bid to track and sanction defaulters who skip the civic duty. The proposal, unveiled by Muhanga Town Council Town Clerk Robert Kakeire, comes amid concerns that some residents remain indoors during the cleanup, undermining the national push for environmental hygiene. With police already authorized to enforce participation, leaders warn that defaulters will face the full weight of the law once public sensitization is complete.

RUKIGA – Rukiga district officials have proposed registering all National Cleaning Day participants in future exercises to easily track and address defaulters who fail to take part in the monthly initiative.

The proposal was revealed by Muhanga Town Council Town Clerk Robert Kakeire, who expressed concern that some residents remained indoors during the exercise despite the collective national effort to promote environmental cleanliness.

“Some people kept sleeping in their houses as the exercise was ongoing. We are pledging to undertake a proper move to have all residents fully participate in this noble cause,” Kakeire stated.

He warned that defaulters would be handled under the strict laws that govern the country, emphasizing that participation in National Cleaning Day is not optional but a civic duty mandated by national policy.

The Manager of the National Water and Sewerage Corporation (NWSC) in the Muhanga area, Jonan Musinguzi, commended the government’s commitment to promoting general cleanliness across towns.

He further noted that the National Water management body is working on establishing proper sewage systems to prevent residents from discharging toilet waste into streams that serve the community.

Muhanga Town Mayor Twijukye James acknowledged that the National Cleaning Day initiative has gained traction across the district, though participation numbers remain persistently below expectations despite growing public awareness.

He stressed the need for more sensitization on the exercise’s purpose and legal backing, adding that enforcement measures will follow once citizens fully understand its importance, with police already authorized to take part in the process.

“People need to be sensitized more on the purpose of National Cleaning Day, as the exercise still attracts few participants,” Mayor James observed.

Alex Okello, Founder of Missions Beyond Frontiers and leader of the Sorted Campaign, who participated in the exercise, highlighted critical environmental concerns regarding poor waste disposal habits among residents.

“Mixing, burning, and littering of every waste material degrades the environment and poses a serious health risk to citizens,” Okello cautioned.

He urged residents to use different dustbins to sort hazardous waste materials, emphasizing that proper segregation allows for recycling and repurposing of useful materials.

The National Cleaning Day initiative continues to gain momentum across the country, with local governments exploring innovative ways to ensure full participation of citizens.
