Rubanda District Council has approved a proposed budget of Ugandan Shillings 45,728,095,000 for the fiscal year 2026/2027.
Thank you for reading this post, don't forget to subscribe!The Budget was presented on Monday, March 31, 2026, during a council session led by District Governor Ampeire Stephen Kasyaba, who tabled the motion in compliance with the Local Government Act CAP. 138, Section 80, Paragraph 7. The Act mandates that the council considers and approves the budget by May 31st each year.

During his budget speech, Chairman Kasyaba highlighted key sector allocations, with education receiving the largest portion at Shs. 20,268,693,000, followed by health with Shs. 9,847,859,000. Other critical sectors include Road and Engineering with Shs. 1,617,663,000, and Production and Marketing with Shs. 3,043,624,000.
The motion for approval was proposed by Hamurwa Town Council LC.5 Councilor Asiimwe Alex Kasajja and seconded by George Fokushaba (Rubanda Town Council). The council unanimously stamped in approval of the budget.
In addition , the councilors also ratified appointment of new members to the District Public Accounts Committee (PAC).
Nominated by District LC.5 Chairman Kasyaba, the committee will be chaired by Mr. Cyril Tumwineho, a seasoned accountant with 25 years of experience and a Bachelor’s degree in Commerce. Other members include Mr. Sophan Ampuriire, a retired head teacher and experienced accountant; Mr. Akandinda Emmanuel, a former lecturer with a degree in Business Administration; Ms. Regina Katushabe, a retired head teacher with a degree in Education; and Ms. Mary Akankwasa, the current board chairperson of Ruhiija Seed Secondary School.
The new PAC is set to commence its duties on May 19, 2026.
Chairman Kasyaba expressed gratitude to the councilors and technocrats for their support, praising the district’s high performance and organizational excellence, ranking 19th nationally. He also commended Council Speaker Ms. Mary Waguma Tushemereirwe for her leadership, patience, and fairness while she presided over Council Sessions.
In a celebratory gesture, Rubanda LC.5 Councilors presented a gift to District Governor Kasyaba in a later event at Volcano Hotel, recognizing his exceptional leadership. Another Gift was given to Rubanda East MP and State Minister of Finance Hon Musasizi Henry in absecncia, for his strategic lobbying that has brought a lot of funds to the District.
The councilors also pledged their full support for Ms. Mary Waguma Tushemereirwe in her bid for re-election as Council Speaker, with prominent members publicly endorsing her capabilities and leadership qualities.
