KABALA, UGANDA – The Kabale District LC.5 Chairman Nelson Nshangabasheija has suspended the Vice Chairperson, Ms. Miria Akankwasa Tugume over what has been described as “gross misconduct”
Thank you for reading this post, don't forget to subscribe!In a copy of the letter to the Chief Administrative Officer, seen by this Website, Mr. Nshangabasheija accused Ms. Akankwasa of laying the District Budget Estimates for the financial year 2026/2027, without his consent. The Budget amounting to UgX 55 Billion was laid before Council on March, 30, 2026 in absence of the Chairman who was suspended from the District Council for two sessions.

Nshangabasheija was Suspended following his stand off with District Speaker of Council, Ms. Flavia Kanagizi, and refusal to table the Budget estimates.
The Chairman had insisted on first moving the motion to approve the names he had nominated for the District Public Accounts Committee and the Land Board. However, the Speaker, Mrs . Kanagizi ruled that the names could not be approved before they were vetted. The heated argument between the two top District officials resulted into an abrupt adjournment of Council, and Nshangabasheija did not return after Council was reconvened.
In his letter to the CAO, Nshangabasheija stated that he would constitute a commission to investigate Ms. Akankwasa’s conduct, adding that no one should deal with her as the Vice Chairperson until further notice.
Nshangabasheija also cautioned that he would not let the District make a mistake similar to one that ended up in a court case involving the Speaker and the Central Division LC.5 Councilor Leopold Twesigye. In the Court case , the Speaker was accused of participating in a partisan election in which another Councilor Vera Tumuheki was elected to represent Kabale District Council on the Kabale University Council.
The Case was dismissed by the High Court, with Costs to Twesigye who also doubles as Leader of Opposition in the Kabale District Council
