MP’s Witchcraft Allegation Against Church Leader Spirals Into Political Scandal in Bushenyi

BUSHENYI, UGANDA – A bitter dispute involving allegations of witchcraft, a police summons, and alleged political interference has emerged in Bushenyi District, centering on the area’s Woman Member of Parliament, Hon. Annet Katusiime Mugisha.

The controversy erupted after Hon. Annet, the ruling NRM Party flag bearer for the Bushenyi District Woman MP seat, publicly accused a respected lay leader in the West Ankole Anglican Diocese, Ms. Enid Tugume, of witchcraft.

The matter escalated formally when Tugume was served a police summons from the Criminal Investigations Department (CID) of Bushenyi Central Police Station.

The letter, dated 13 November 2025 with file No. G.E.F. 69/25, cited two criminal accusations: possession of suspected witchcraft materials and threatening violence against the family of Annet Katusiime and her husband, Silver Mugisha.

However, the case has taken several unusual turns, raising questions about its motivation and handling. Reliable sources report that Hon. Katusiime Mugisha later attempted to obstruct the police investigation.

In a surprising development, the initial complainant in the case, one Natweta Godwin, was apprehended by police.

Shortly after, it is alleged that Hon. Mugisha secured Godwin’s release on bond, after which he was sent into hiding, a move perceived by observers as an attempt to sabotage the investigative process.

The MP and her husband have been traversing the constituency, claiming the matter has been “resolved amicably,” but their assertion has been met with skepticism.

“Annet was in Kyabugimbi and told people that she and Enid had resolved the issue of the witchcraft materials and they are now on good terms. Yet when she was in Kyamuhunga, she requested those who could reach Enid to talk to her for reconciliation,” a concerned citizen told the press.

Legal representatives for Ms. Enid Tugume are now demanding a full explanation from the police regarding the status of the investigation.

They are also seeking an immediate apology for their client, whom they insist was falsely accused and has suffered significant reputational damage.

The scandal unfolds amid a hotly contested parliamentary race where Hon. Annet Katusiime Mugisha faces a strong electoral challenge from Kemigisha Vianah Kashaya, popularly known as Nyamunyonyi.

The timing and public nature of the allegations have led to widespread speculation about possible political motivations aimed at discrediting opponents or manipulating local sentiment.
