KABALE, UGANDA – The Kabale Head Teacher accused of wrongfully denying a Primary Leaving Examination (PLE) candidate access to the national tests, has been formally arraigned in court and released on bail.
Thank you for reading this post, don't forget to subscribe!The accused, Kishaija Drake, 50, a head teacher at Rwababa Primary School in Kyanamira Sub-County, Kabale District, was brought before the Kabale Chief Magistrates Court on Wednesday, November 5, 2025.
He was formally charged with wrongfully denying a UPE pupil access to education, an offense under the Education Act that carries serious legal consequences.
According to the police report, the incident occurred on the morning of November 3, 2025 the first day of the highly anticipated Primary Leaving Examinations (PLE).
Reliable sources indicate that Kishaija blocked a registered Primary Seven candidate, Ahimbisibwe Ezekiel, from entering the examination room to sit for his first paper, Mathematics.
The denial was purportedly because the pupil failed to pay an extra UGX 70,000 fee for “coaching,” a practice that is illegal within the UPE system designed to provide free education.
Kigezi Police spokesperson ASP Elly Maate confirmed the suspect’s arrest and subsequent production in court after two days in custody.
Through his legal representative, the accused was granted bail by the Chief Magistrate and released pending the case’s continuation.
He is scheduled to reappear in court on December 16, 2025, for a mention, signaling the beginning of a legal process that will be closely watched by education stakeholders and parents in the Kigezi region.
