Parliament Pays Tribute to Late ISO Director Brigadier-General Charles Oluka.

Kampala, Uganda – Deputy Speaker Thomas Tayebwa led Parliament in paying tribute to the late Director General of Internal Security Organisation, Brigadier-General Charles Oluka, who passed away yesterday at the age of 57.

Tayebwa praised Oluka’s efforts in improving the image of ISO, which had earlier faced public scrutiny for running safe houses where Ugandans were abducted and tortured.

“He is a gentleman who has served this country diligently. Life was getting exciting for him, and I think he had brought the image of Internal Security Organisation to a great level.” Said Thomas Tayebwa.

Oluka’s death was announced by Deputy Presidential Spokesperson Faruk Kirunda, who stated that Oluka was rushed to Seguku hospital on Wednesday, where he died shortly after arrival due to an unknown disease, although he had been suffering from a heart condition.

During his tenure, Oluka served as the Director of Technical Services at ISO until 2018 and was appointed as the substantive Director General by President Museveni on October 8, 2020, replacing Colonel Kaka Bagyenda.
