The PM issued the directive 19th December this year during the plenary sitting, following a concern raised by MP Sarah Opendi, who informed Parliament that she was alerted to the organization’s activities following a job advert posted on the organisation’s Twitter handle (X).

Raising the concern on the floor of the Parliament Sarah Opendi (Tororo DWR) said that after the advert, she took a step and checked with Uganda Registration Service Bureau (URSB) and the response was that what is registered don’t correspond to what is being done by the organization.

“We passed a law in this country against LGBQT activities and for an organization to actually advertise and amongst what it is supposed to do, it employs people and ensure that lesbians, bi-sexuals and queer people are actually protected and supported in this country. I wonder, how this can happen when this law is still fresh in our minds” Sarah Opendi Noted.

In response to the query, Rt. Hon. Robinah Nabbanja said that the Rella Women’s Foundation which is a Non-Government Organisation founded in 2017 crossing away from their purpose of registration, should have licence suspend and investigated.

“Now that she (Opendi) has information that these people are promoting what isn’t supposed to be promoted in this country, I direct the Minister of Internal Affairs, Uganda Police and all security agencies to swing the axe and make sure that this and now that Uganda Registration Service Bureau (URSB) registered them and they are doing different things, they should go and investigate and if they are found guilty, let them be de-registered,” Nabbanja ordered.

The Homosexuality Act in Clause 11(2) (c) prohibits the promotion of homosexuality by any individual and with the provision stating, “A person who promotes homosexuality commits an offence and is liable on conviction to imprisonment for a period not exceeding 20 years.”

According to Clause 11(3) of the Anti-Homosexuality Act, 2023, if Rella Women’s Foundation is found guilty of promoting homosexuality, the organization risks being fined UGX1Bn and the entity will likely have its licence cancelled or have its activities suspended for 10 years.
