The directive was issued by the Deputy Inspector General of Government, Dr. Patricia Achan Okiria, while addressing Chief Administrative Officers and Town Clerks at their quarterly meeting in Kampala.

Dr. Okiria stressed that early preparation is key, saying updating the Public Officers’ Register is crucial for a smooth exercise where all government employees must declare their income, assets, and liabilities.

She praised some local governments for high data update rates, saying it shows strong leadership and commitment to the law.

She highlighted that Accounting Officers, as custodians of public resources, are central to ensuring transparency and accountability in this effort.

“The update of the Public Officers’ Register remains a critical prerequisite for a smooth and successful declaration exercise. Your leadership is central to promoting integrity, transparency and accountability in the public service,” Dr. Okiria said.

The Deputy IGG further instructed local government bosses to provide full support to the special staff (IG-ODS Focal Persons) who will help officers complete their declarations.

To ensure effectiveness, she specifically called for the provision of computers, reliable internet, and dedicated workspaces for these focal persons.

The 2026 declaration will require all Ugandan government employees to declare their income, assets, and liabilities using the IG-ODS system.

The Inspectorate has officially launched preparations for the mandatory online declaration exercise scheduled for April 2026, urging all public officers to cooperate fully.
