The successful conclusion of the session’s third day in Kasese, which brought together officers from across the region, highlights the force’s commitment to balancing law enforcement with the protection of citizens’ fundamental rights.

According to the Rwenzori East Region Police spokesperson, SP Nelson Tumushime, the participating officers were drawn from all four divisions within the region: Hima, Bwera, Katwe Kabatoro, and Kasese Municipality.

The comprehensive training is designed to equip them with the necessary skills to manage public gatherings, protests, and other scenarios while adhering to principles of human rights and proportionality.

“Public Order Management is not just about enforcing the law; it is also about protecting the rights and dignity of all Ugandans,” stated Tumushime.

He emphasized that the core of the training focuses on the importance of respecting human rights, even in the midst of the potentially high-pressure and challenging situations expected during the electoral season.

The 2026 general elections are a significant event on Uganda’s calendar, often requiring heightened security preparedness to ensure a peaceful and democratic process.

The training, as emphasized by Tumushime, is a proactive measure by the Uganda Police Force to standardize operations and reinforce professional conduct among its officers.

“The core of our training emphasizes the importance of respecting Human Rights, even in challenging situations like the upcoming general elections of 2026,” Tumushime added.

The training is expected to continue over the coming days, covering practical tactics, de-escalation techniques, and legal frameworks governing public assemblies.
