Drama as Rukiga District Leaders Find Health Centre Locked, Deserted at 11am

RUKIGA – The series of unannounced inspection visits to health facilities in Rukiga District has uncovered a troubling pattern of absenteeism and chronic lateness among health workers, leaving patients stranded and essential services compromised.

The oversight program, led by Rukiga District Council Speaker Oscar Akampurira and Hon. Amedi Bale Bende, the Standing Committee Chairperson of the Education, Health, Trade, and Community-Based Services Council Committee, began on Tuesday, September 1, 2026, at Kyerero Health Center II in Bukinda Sub-county.

The situation at the facility was nothing short of dire, as investigators found it locked and deserted at 11:00 am during official working hours, with bewildered patients waiting helplessly outside.

The health center, which serves communities across all cells within Kyerero Parish in Bukinda Sub-county, had only one staff member present at the time, who was also stranded outside alongside the patients.

Joined by Councilors Hon. Kapasika Anita (District Workers Councilor) and Hon. Allen Tumwijukye (Bukinda LC V Councilor), Speaker Akampurira expressed deep disappointment at what he termed a betrayal of government efforts to improve healthcare delivery.

He warned that the troubling trend effectively punishes the poor, young, and elderly citizens who desperately need medical attention, thus reminding health workers to honor their professional calling before more severe disciplinary measures are taken against them.

“This trend is a profound disappointment to the government, which recently increased salaries for scientists, including health workers. It appears we are punishing the very people we swore to serve, the poor, the young, and the elderly who desperately need these services. We will not hesitate to take action. This is a service to humanity, not a privilege to be abused,” the Speaker noted.

The Speaker further announced that the team will summon district health officials for an urgent consultative engagement aimed at forging sustainable, people-centered strategies to enhance service delivery.

District Councilors Kapasika Anita and Allen Tumwijukye strongly condemned the absenteeism, describing it as a profound disservice to the community that undermines public trust in government services.

They observed that vulnerable patients trek long distances in severe pain, only to find health workers arriving late or not showing up at all, thereby denying them the proper treatment they rightfully deserve.

Elderly Terezia Tirikwendera from Ahamunyinya Cell arrived at the health center in severe pain, only to find no one available to attend to her, recounting waiting for hours without receiving any medical help.

“I came here very sick, but there was nobody to see me. I waited for hours,” she remarked.

Fellow resident Natukwasa Phieonah expressed deep frustration after arriving early specifically for family planning enrollment, only to wait all morning in vain as the doctors never showed up.

“I came specifically to be enrolled in family planning, but the doctors never showed up. I waited all morning in vain,” she said.

Both distressed patients, Tirikwendera and Phieonah, jointly appealed to the government to enforce rigorous accountability mechanisms and strengthen oversight of health workers to prevent such painful experiences from recurring.

Tuhirirwe Dissan, Chairman of the Management Committee at Kyerero HC II, acknowledged the facility’s challenges, including a critical shortage of staff accommodation that forces health workers to commute long distances.

“The few workers we have often arrive around 11:00 am and work until 8:00 pm, but this still leaves many patients unattended. We urgently need staff housing and additional personnel to handle the overwhelming number of patients,” Dissan explained.

The inspection team later proceeded to Kyoto Health Center III, where they found health workers diligently attending to patients. However, the facility faces its own challenges, a critical lack of water supply, which the team pledged to address during upcoming district council sessions.

The surprise visits have sparked renewed calls for accountability in the health sector, with district leaders vowing to intensify oversight and ensure that government resources translate into tangible benefits for the people.

The district council is expected to convene an emergency meeting with health officials to develop lasting solutions to the systemic challenges undermining healthcare delivery in the region.
