Gen. Saleh Urges NWSC to Expand Community Impact Through Value Addition

Gen. Salim Saleh has called on the National Water and Sewerage Corporation to integrate value addition and inclusive development into its operations, saying public institutions should drive community transformation alongside their core service delivery.

KAMPALA – Gen. Salim Saleh, Coordinator of Operation Wealth Creation, has urged the National Water and Sewerage Corporation (NWSC) to build on its public-service mandate by expanding its community impact through value addition and inclusive development.

Gen. Saleh, who is also a senior presidential adviser, met with NWSC Managing Director Eng. Dr. Silver Mugisha, accompanied by Paul Turyamureeba Kahigi, the corporation’s senior manager for environment and social safeguards.

During the meeting, Gen. Saleh told Dr. Mugisha that institutional leaders should champion value addition and demonstrate how it can drive lasting community development. He described crop production and processing as vital levers for economic transformation.

He noted that public bodies like NWSC can utilize their core mandate, expertise, resources, and strategic partnerships to extend their reach, describing the approach as corporate social investment that yields direct benefits for local communities alongside standard utility delivery.

Gen. Saleh highlighted several Ugandan coffee brands, including Elgonia Coffee House, Heritage Coffee, and Abbarci Coffee, marketed under the slogan “Sip the Pearl of Africa.” He cited them as practical examples of how raw agricultural produce can be processed into higher-value goods that command better prices and reach wider markets.

He also commended Mr. Kahigi for his community engagement initiatives across various roles, describing them as an example of how personal initiative and institutional responsibility can align to generate positive outcomes.

Both leaders committed to aligning value addition and agricultural production initiatives with the utility’s public-service framework, aiming to boost household incomes, support small enterprises, and improve rural livelihoods while fulfilling NWSC’s primary service mandate.

Operation Wealth Creation, launched by President Museveni around 2013, is Uganda’s primary civil-military program designed to raise rural household incomes by transitioning farmers from subsistence to commercial agriculture. Gen. Saleh has headed the initiative since its inception.

The National Water and Sewerage Corporation (NWSC) is a state-owned utility providing water and sewerage services across nearly 290 towns, serving more than 22 million people nationwide.
