KAMPALA – President Yoweri Kaguta Museveni has revoked the earlier appointment of Haruna Kyeyune Kasolo as Minister of State for Foreign Affairs (Regional Cooperation), elevating him to the position of Acting Minister of Foreign Affairs.

The decision was made to bridge the gap created by the absence of a substantive minister.
The Ministry of Foreign Affairs was thrown into uncertainty after the Parliamentary Appointments Committee discovered that the earlier appointee, Adonia Ayebare, holds dual Ugandan and U.S. citizenship, which he acquired on April 23, 2025.
Under the Uganda Citizenship and Immigration Control (Amendment) Act, 2009, Section 19D and the Fifth Schedule, the positions of Cabinet Minister and other Ministers are listed as offices that dual citizens are not qualified to hold in Uganda.
Recently, Dr. Lawrence Muganga’s nomination as State Minister for Internal Affairs was also rejected by the Appointments Committee over unresolved citizenship concerns and the issue of holding multiple citizenships.
President Museveni’s nominees, Muganga, Adonia Ayebare, Shartsi Musherure, and Calvin Echodu, were put on hold after it emerged that they hold dual or multiple citizenships, a status explicitly barred by law from any ministerial post.
Meanwhile, the fresh appointment of Haruna Kasolo was confirmed by the Presidential Press Unit (PPU), which noted that the appointment is effective immediately. The appointment letter was copied to several offices.
Upon receiving his appointment as Acting Minister of Foreign Affairs, Hon. Kasolo expressed deep gratitude to President Museveni for the confidence and opportunity to serve the nation in that senior capacity.
He further reaffirmed his steadfast commitment to advancing Uganda’s diplomatic agenda, pledging to uphold foreign policy objectives with integrity, professionalism, and unwavering dedication to national interests.

Hon. Kasolo, who brings considerable experience from his prior ministerial service, assumes the acting foreign affairs portfolio at a crucial time as Uganda deepens its diplomatic footprint across Africa and beyond.
