Rukiga Council Caps Tenure with Modern Rukiko Hall as 2026/2027 Budget is Laid

RUKIGA, UGANDA – The Rukiga District Council has marked a significant chapter in its development journey with the completion of a modern Rukiko Hall, a flagship project realized during the council’s 2021–2026 tenure.

The achievement was celebrated following the laying of the district’s budget for the 2026/2027 financial year, as the new hall awaits official commissioning—a striking addition to the district headquarters.

Speaking to this reporter after the budget session, the Rukiga District Speaker, Hon. Akampurira Oscar, hailed the project as a testament to the unity and collective effort of the council.

Hon. Akampurira stated that they have worked well towards infrastructure development, describing the new Rukiko Hall as a “magnificent” achievement and key milestone of their tenure, which he attributed to the cohesiveness and oneness among councilors and stakeholders.

Reflecting on the council’s performance, the Speaker noted that their term was characterized by peaceful and productive sessions, a stark contrast to the tumultuous meetings witnessed in other districts.

The leader of government business in the Rukiga District Council, also the Vice District Chairperson, Hon. Nkamushaba Jackline, echoed the Speaker’s sentiments, providing a broader picture of the council’s accomplishments.

She listed the completion and upgrading of the district administration block, the construction of a new education department block, and the rehabilitation of several district roads and schools among the key successes.

Hon. Jackline revealed that the outgoing councilors are likely to hold their final session in the new facility during its commissioning and official approval, bringing their term to a symbolic close.

The Rukiga District Engineer, Mutabazi Deogrecious, explained that the new council block is designed for functionality and efficiency, housing four offices, with two allocated to the Speaker and the Clerk to Council.

Eng. Mutabazi highlighted the quality and speed of construction, noting that the contractor completed the 80-seat capacity council hall with modern water-borne sanitation facilities ahead of the three-month schedule.

In parallel with the infrastructure celebrations, the council session marked the laying of the Shs 29.3 billion budget for the 2026/2027 financial year.

The proposed budget represents a significant increase, driven largely by the Piped Water Grant allocation and general revenue growth.

According to the budget estimates presented to the council, the bulk of the funding will come from Central Government Transfers, amounting to Shs 28.5 billion.

This will be supplemented by local revenue and external financing, with the latter projected to account for Shs 7.2 billion of the total expenditure.

Substantial allocations within the budget have been earmarked for key sectors, including education, road works, and community infrastructure, signaling a continued focus on foundational development for the district.
