Hon. Aja Baryayanga Petitions Government Over Kabale’s Neglected Road Network

KAMPALA – The Kabale Municipality Member of Parliament, Hon. Andrew Aja Baryayanga, has called on the Ministry of Works and Transport to urgently give affirmative action to address the deteriorating road network in Kabale District.

The legislator said this while speaking during the parliamentary sitting this week, arguing that Kabale has been systematically sidelined in recent national road works and is in dire need of immediate government intervention.

Hon. Aja Baryayanga warned that the stalled Kabale–Lake Bunyonyi road project now imperils local tourism, cripples trade, and undermines the district’s hard-won city status.

The legislator noted that the contractor abandoned the site and withdrew all machinery, frustrating tourism stakeholders who warn that the delays are already damaging the region’s economic potential.

“We cannot claim city status while our key tourism road is abandoned. With the contractor gone and all machinery withdrawn from the Kabale–Lake Bunyonyi road, tourism is imperiled, trade is crippled, and the delays are already damaging our economic potential,” Hon. Aja Baryayanga said.

The legislator decried the glaring mismatch between Kabale’s city status elevation procedures and the fact that it should be funded under UCMID (the Uganda Cities and Municipalities Infrastructure Development Programme) but remains under-allocated.

He pointed to other elevated cities receiving their due share and executing visible progress, while Kabale remains persistently shortchanged on these critical financial commitments.

“Kabale needs to be allocated enough funds under UCMID so that we can develop to fit a city status, but we have been given the lowest allocation, which can’t fit us. Other areas are getting what they deserve and are doing serious works and are doing very well,” Aja said.

Hon. Andrew Aja Baryayanga formally petitioned the government for affirmative action on Kabale’s roads, urging a decisive policy shift to rescue the region from years of infrastructural neglect.

The legislator’s demand echoes the broader Kigezi lobbying agenda ahead of the 2026/2027 National Budget, which ranks tourism roads and health funding as the sub-region’s foremost priorities.
