RUKIGA, UGANDA – The Bukinda Development Association (BDA) has appealed to the Rukiga District education department to prioritize the staffing of schools and the improvement of infrastructure to ensure a conducive learning environment.

Muhwezi was speaking at the association’s annual function to celebrate the Primary Leaving Examination (PLE) candidates, an event held on Sunday, February 15, 2026, at Bukinda Core Primary Teachers’ College (PTC).
The ceremony saw 14 top-performing 2025 PLE pupils rewarded for their excellence with essential items such as bedsheets, blankets, books, pens, and 50,000 UGX each as pocket money to aid their transition to secondary school.
Muhwezi used the platform to highlight the persistent challenges facing local schools, confirming that many institutions are grappling with a severe shortage of teachers and a lack of basic furniture like desks.
He described the situation as a struggle that directly affects the quality of education and issued an urgent appeal to the district leadership for immediate intervention.
“Our schools are struggling. We do not have enough teachers, and the infrastructure, including seating, is inadequate. This directly affects the quality of education our children receive. We are requesting the district leadership to give this matter urgent consideration,” Muhwezi stated.
The Rukiga District Education Officer, Mr. Christopher Ndyabegyera, commended the Bukinda Development Association for its invaluable role in motivating both teachers and learners.
He specifically praised the association’s initiative to provide meals for teachers across the seven aided primary schools in Bukinda, alongside rewarding academic excellence.
Acknowledging that increasing pupil enrollment is placing additional pressure on schools, Ndyabegyera confirmed that efforts to improve infrastructure and staffing are underway and will be channeled through the sub-county leadership.
“We are seeing a positive trend of increasing pupil enrollment year after year, which naturally puts additional pressure on our existing resources. However, we will work hand in hand with the Sub County leadership to ensure improved infrastructure and increased staffing in our schools,” Ndyabegyera said.
The District Education Officer announced that Rukiga District has made significant strides in academic performance, securing a 55th-place national ranking in the 2025 PLE results.
With over 200 pupils attaining first grade, this achievement places Rukiga as the overall best-performing district in the entire Kigezi Sub-Region.
The Bukinda Development Association coordinator, Mr. Moses Kakuru, charged head teachers to redouble their efforts to increase the number of first-grade passes, reaffirming the association’s commitment to rewarding excellence.
He revealed that the BDA has already distributed food supplies to all seven schools under its purview in Bukinda Sub County as part of its pledge to consistently support teacher welfare.
Presiding over the function as the guest of honor, the Assistant Resident District Commissioner for Rukiga, Mr. Gibbs Barigayomwe, lauded the BDA for its generous gesture in supporting the learners.
He further called upon parents to actively participate in their children’s education, emphasizing that good grades require a combined effort from parents, teachers, and stakeholders rather than teachers’ efforts alone.
“Good grades are not the result of teachers’ efforts alone. They require a combined effort from parents, teachers, and stakeholders like the BDA,” Barigayomwe emphasized.
The seven primary schools that benefit from the Bukinda Development Association’s support include Kakatunda, Nyabireerema, Ryabirengye, Bukoranyi, Karobwa, Nyakasiru, and Rurangara.
