Kasese, Uganda – Uganda’s Minister of State for ICT and National Guidance, Hon. Kabbyanga Godfrey Baluku, is grieving the tragic loss of his daughter, Ms. Phiona Kobusingye Kabbyanga, who passed away on July 24, 2025, at the Uganda Cancer Institute (UCI) in Mulago after a brave battle with illness.

The devastating news comes just days after the minister suffered a political setback, having lost the NRM party flag for the Bukonzo West Constituency parliamentary seat in the recent primaries.

The death of Phiona has plunged the minister’s family, friends, and the wider community into deep sorrow, compounding an already difficult period as they come to terms with his electoral defeat.

Minister Kabbyanga was among several high-profile cabinet members who failed to secure their party’s nomination in the NRM primaries ahead of the 2026 general elections.

Other notable ministers who faced similar losses include David Bahati, the State Minister for Trade, Industry and Cooperatives, who was defeated in Ndorwa West and Peace Mutuuzo, the State Minister for Gender, Labour and Social Development, who lost in Bunyangabu District’s Woman MP race.

Musa Ecweru, the Minister for Relief, Disaster Preparedness and Refugees, was also unsuccessful in Amuria County; and Dr. Joyce Moriku Kaducu, the State Minister for Primary Education, who lost the Moyo District Woman MP contest.

Before his defeat, Kabbyanga had publicly declared his intention to run for the Bukonzo County West parliamentary seat and reaffirmed his loyalty to President Yoweri Museveni, vowing unwavering support.

The funeral service and burial for Phiona Kobusingye Kabbyanga will be held on Sunday, July 27, 2025, in Rusese Village, Bukonzo County West, Kasese District.
