Renowned lawyer and economist Counsel Kiconco Patrick Katabazi best known as KP, has taken a significant step toward realizing his ambition to become Rukiga County’s Member of Parliament, following his resounding victory in the election for NRM Secretary for Finance in Rukiga District.
Counsel Kiconco defeated Ms. Nabuto Joweria to secure a seat on the Rukiga District NRM Executive Committee. The election, held on May 23, 2025, concluded with Kiconco garnering 160 votes, while his opponent obtained only 43.
Rukiga District NRM Registrar Yalyakumanyi Selubowa Twaha declared him the winner amid celebrations from his supporters.
This marks Kiconco’s fourth consecutive win in the ongoing NRM internal elections. He was previously elected unopposed as Secretary for Finance Nyangorogoro Village, and he retained the same unopposed status when he contested as Secretary for Finance Kitojo Parish.
On May 16, 2025, Kiconco was also declared as the NRM Chairperson for Rwamucuucu Subcounty after he again contested unopposed.
A Renowned Legal Expert and Economist, Kiconco has spent the past 3-4 years actively campaigning for the Rukiga District MP seat. His grassroots slogan, “Twombeke Rukiga” — which translates to “Let’s build Rukiga” — has resonated widely with constituents.
This has earned him nicknames such as “Omwombeki” (the builder) and “Omushakazi” (the roofer).
In line with his slogan, Kiconco has consistently donated construction materials, particularly iron sheets and cement, to churches and schools engaged in building projects — a gesture that has enhanced his popularity and community support.
A number of incumbent political leaders have publicly endorsed and declared their allegiance to Kiconco including Kashambya LC3 Chairperson Elineho Bandanganiire, Mparo Town Council Mayor Jimmy Kawaida, and Rwamucuucu LC5 Councillor Amed Bende. Other notable leaders include Mr. Jack Tugume Chairperson LC.3 Bukinda Subcounty, Mr. James Twijukye Mayor Muhanga Town Council , and Mr. Joseph Akankwasa Vice Chairperson Kamwezi Subcounty.
This growing base of support has positioned him as a rising force in Rukiga District politics.
Notably, former Sheema RDC Frank Besigye Kyereere, who served as Kiconco’s campaign strategist during his successful bid for Rwamucuucu Subcounty NRM Chairperson, also won the NRM District Chairperson election. Sources indicate that approximately 90% of those elected to the District Executive Committee are members of Team Humble Management — a volunteer task force mobilizing support for Kiconco.
While the final outcome of the Rukiga MP race remains undetermined, Kiconco’s consistent victories and grassroots engagement have cemented his status as a formidable contender.
Speaking to reporters after his May 23 win, Kiconco reflected on his journey through the NRM structures:
“Today, the people of Rukiga have shown the world that no one can emerge from nowhere and claim a victory they haven’t worked for. We’ve been here for months — doing the groundwork, meeting people, and showing them who we are and what we can do. They already understand our capabilities. And today, they didn’t just speak — they acted.”
Other elected Members of the Rukiga District NRM Executive Committee Include Frank Besigye Kyerere, who emerged victorious as the District NRM Chairperson, defeating Kampikaho Alex, the former District Chairperson.

Ms. Kyarisiima Moreen won the race for NRM Women’s League Chairperson, while Rukiga District Speaker of Council Akampurira Oscar, retained his position as General Secretary of the NRM Workers League
Ms. Victoria Atukunda Abigail, a former woman MP aspirant, was elected unopposed as NRM Worker’s League Chairperson.
