{"id":13274,"date":"2026-09-03T09:39:19","date_gmt":"2026-09-03T09:39:19","guid":{"rendered":"https:\/\/westernpearlreports.com\/?p=13274"},"modified":"2026-09-03T09:39:21","modified_gmt":"2026-09-03T09:39:21","slug":"rubirizi-lcs-cautioned-against-mishandling-duties-corruption","status":"publish","type":"post","link":"https:\/\/westernpearlreports.com\/index.php\/2026\/09\/03\/rubirizi-lcs-cautioned-against-mishandling-duties-corruption\/","title":{"rendered":"Rubirizi LCs Cautioned Against Mishandling Duties, Corruption"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>RUBIRIZI &#8211;<\/strong> The Grade One Magistrate for Rubirizi District, His Worship Philip Nzwebe, has cautioned newly elected Local Council Chairpersons against mishandling their duties and operating outside the confines of the law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Magistrate made the remarks while addressing elected Local Council leaders on Wednesday, September 2, 2026, during a two-day training workshop at Rubirizi District Headquarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The training, organized by the Communication for Development Foundation Uganda (CDFU), was designed to equip over 100 Chairpersons of LC Courts with essential knowledge and skills in handling community cases, leadership, and justice delivery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Magistrate Nzwebe stressed the training is vital for equipping local leaders with leadership, justice delivery, and case handling skills, noting LC1s are the bridge between the community and government, making legal education indispensable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He warned that ignorance of the law is no excuse, and any leader operating contrary to the law will be arrested and held accountable, as the training aims to guide them in understanding their responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This training will help them know what they are supposed to do, so they don&#8217;t handle cases wrongly because they don&#8217;t know the law. Anyone who goes against the law while doing their work will be arrested and punished. That is why we are training and guiding them,&#8221; Nzwebe said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Magistrate Nzwebe outlined training issues including sensitizing them on wills, stopping multiple land agreements, curbing fraudulent land sales, and urging LC1s to involve their executive committees in cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Magistrate stressed that LC1s must not handle matters outside their villages, must judge with their committees, must be exemplary, and must avoid working alone to prevent escalating disputes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He urged leaders to utilize Local Council Courts to reduce case backlog, emphasizing these courts handle minor cases, reconcile people, and conduct mediation at the grassroots level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nzwebe firmly warned that any LC1 who handles people unfairly, abuses their office, or engages in corrupt practices will be prosecuted in courts of law and held fully accountable for gross misconduct and abuse of power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at the training, Allen Nankunda, Executive Director of CDFU, said the initiative equips leaders with skills in leadership, community mobilization, and handling minor village cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She noted that LCs are the gateway to justice, and when they function well, disputes are resolved locally and case backlog at Magistrate&#8217;s Courts reduces significantly, while also urging support for former inmates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Local Council Courts are the gateway to justice at village level. We must support former inmates to reintegrate and live harmoniously without stigmatization,&#8221; Nankunda noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Rubirizi Deputy RDC Robina Mirembe urged the leaders to perform their duties fairly and be exemplary in their villages to ensure community members receive justice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She expressed gratitude to CDFU for complementing government efforts to enhance access to justice, reduce case backlog, promote reintegration of former inmates, and strengthen local governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Perform your duties fairly and be exemplary so community members receive justice. I thank CDFU for complementing government efforts to enhance access to justice, reduce case backlog, promote reintegration of former inmates, and strengthen local governance through grassroots sensitization,&#8221; D\/RDC Mirembe stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Newly elected LC1 leaders including Mbabazi Jolly of Ndekye Town and Nyamwiza Emelda of Buhera Central expressed heartfelt appreciation for the training and its immense benefits to their leadership journey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They noted the training equipped them with knowledge on their roles, powers of Local Council Courts, handling land and domestic cases, mediation procedures, record keeping, and collaboration with police.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This training will help us execute our duties better. We have learned our roles as LCs, powers of Local Council Courts, handling small cases, land and domestic issues, mediation procedures, record keeping, and collaboration with police and other justice actors,&#8221; they explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They admitted lacking case handling knowledge before and fearing mistakes, but now pledged to handle cases fairly, avoid corruption, guide residents on seeking justice, promote peace, and be exemplary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Community Liaison Officer Twesigye Caleb urged leaders to work closely with police, be vigilant, report crimes promptly, avoid corruption, and handle community matters transparently.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He emphasized that Local Council Courts are legally operational and empowered to handle minor cases and mediation, encouraging residents to use them to avoid wasting time and money at higher courts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The training represents a significant step toward strengthening Uganda&#8217;s local governance structures and improving access to justice at the grassroots
