KAMPALA – The ongoing nationwide “Expose the Corrupt” campaign has, to date, unearthed a staggering web of mismanagement, embezzlement, and abuse of power spanning multiple districts.

Minister Barugahara’s inspection tour of Mbale District has exposed a deep accountability crisis, culminating in the detention of District Water Engineer Eng. Wandera Simon Peter at CPS Mbale.
His arrest stems from a probe into the Buyobo-Bubyangu Gravity Flow Scheme, a presidential project funded with UGX 2.2 billion to deliver clean gravity-fed water from the Elgon Mountains to rural communities.
The Minister condemned as deeply regrettable the shocking reality that every single public tap connected to the scheme remains completely dry, despite the massive investment.
“We cannot remain in office while a few corrupt officials smash the country. A 6km road that cost taxpayers UGX 300 million remains impassable because funds were misappropriated by engineers and officials. Our PDM farmers cannot access Mbale City market because of this neglect. We must end corruption now,” Minister Balaam stated.
The ongoing anti‑corruption drive has now swept up District Engineer Robert Nakimoro in Mbale, where a road project worth UGX 300 million has come under sharp scrutiny.
Upon inspecting the Kyasura–Bukingala route, officials discovered a six‑kilometre stretch in such disrepair that they were forced to leave their vehicles behind and cover about three kilometres on foot.
Minister Balaam, joined by State Minister Justine Nameere Nsubuga and local leaders, used the occasion to signal a definitive end to the misappropriation of funds meant for roads and other vital public works in local government.
The anti‑graft campaign has now reached Kayunga District, where the Minister denounced the alleged sale of government jobs by the District Service Commission as a profound betrayal of the people.
The scheme, reportedly run through the Commission Secretary, is estimated to have raked in UGX 840 million, prompting the State House Anti‑Corruption Unit to record statements from several suspects amid an ongoing investigation.
Minister Balaam has put contractors and officials on notice, with the interdiction of four senior Mbale District officials, the District Health Officer, Principal Education Officer, and District Inspector of Schools, signalling an end to impunity.
He also turned his focus to corruption in education, ordering the immediate suspension of all unauthorised fees in government‑aided schools, citing Mbale Nkoma Secondary School, which receives over UGX 1.2 billion annually, as a prime example.
The Minister firmly reinforced the Presidential directive barring tuition charges, underscoring that every Ugandan child deserves unhindered access to free education in public schools.
The “Expose the Corrupt” campaign, which advances President Museveni’s vision for cleaner local governments, is being implemented through collaboration with SHACU, the CID, and other law enforcement agencies.
The Anti‑Corruption Unit has reportedly recovered nearly UGX 58 billion and successfully prosecuted close to 900 suspects since commencing operations.
Minister Balaam reaffirmed that corruption is intolerable in public service and stressed the need for joint efforts to reform local government offices and create a transparent, accountable, and people‑driven system.
