MP Sylvia Alinaitwe Calls for Better Pay, Office Space for Local Council Officials

KAMPALA – Rukiga District Woman Member of Parliament, Hon. Dr. Sylvia Alinaitwe, has appealed to the government to enhance the working conditions and remuneration for local council officials across the country.

The legislator rose to raise a matter of national importance on the floor of Parliament on Thursday, just as the government gears up for elections of Local Councils I, II, and III.

Hon. Sylvia emphasized the urgent need for dignified working environments for grassroots leaders, calling attention to the undignified conditions under which many local council officials currently operate.

The Woman MP appealed for better remuneration and dedicated office spaces, arguing that officials should no longer be compelled to conduct council business in bars, under trees, in their homes, or by the roadside.

“We should look into better pay for these officials, provide office space for them so they don’t operate in bars, under trees, in their homes and by the roadsides,” MP Sylvia said.

During the parliamentary session, the Deputy Attorney General, Hon. Jackson Kafuuzi, presented an update to the House on the upcoming local council and women’s council elections.

He confirmed that elections for Local Council chairpersons will be conducted under a multiparty political dispensation, urging political parties and organisations to prepare accordingly.

Kafuuzi also outlined facilitation packages for election officials, with sub-county officials receiving Shs546,433 per month for two months and parish officials earning Shs288,125 per month over the same period.

“We are conducting LC I chairperson elections under a multiparty system, and all political parties must prepare. Facilitations are in place; sub-county officials get Shs546,433 monthly, parish officials Shs288,125,” Hon. Kafuuzi stated.

He added that Village election officials will be paid Shs50,000 for five days of registration and Shs30,000 for three days of display, while presiding officers, polling assistants, and orderly officers will earn Shs30,000 and Shs20,000 respectively.

According to the Electoral Commission, the roadmap for the 2026 Local Council elections, with LC1, LC2, and Women Council polls, has commenced with voter registration and verification from July 6 to July 10, 2026, at village centres.

Women are required to register in both the Village Council Register and the Women’s Council Register, while nomination forms will be available for collection from parish election supervisors between July 9 and 14.

Submissions for LC1 Chairpersons will be accepted at sub-county headquarters from July 15 to 19, with campaigns for the position running for eight days from July 20 to 27, 2026, followed by polls scheduled for July 28, 2026.

Village Women’s Council elections will take place on July 23, LC2 Chairperson polls at the parish level on August 10, and Sub-county Women Council elections will also be held across the country.

The Sub-county Women Council elections are scheduled to take place in over 2,000 sub-counties, with LC1 polls covering 71,214 villages and LC2 elections spanning more than 11,000 parishes across the country.
