Rukiga and Rubanda Leaders Unite Over Shared Infrastructure Crisis

RUKIGA – Leaders from three neighboring local council units, spanning sub-counties and a town council across Rukiga and Rubanda Districts, have resolved to join forces to secure a proper access road to connect their communities.

The resolution was reached on Tuesday, July 7, 2026, during a joint meeting between leaders from Mparo Town Council and Rwamucucu Sub-county in Rukiga District, and Nyamweru Sub-county in Rubanda District.

The meeting, hosted at Mparo Town Council headquarters, brought together officials from all three neighboring lower local council units, united by a common goal of addressing infrastructure challenges that have cost lives.

The officials from Rubanda’s Nyamweru Sub-county were led by LC III Chairperson David Karundugu, accompanied by Sub-county Chief Ryamugisha Nalice and Ankunda Confidence, the Bigungiro Parish Chief.

The meeting was hosted by Mparo Town Council Mayor Jimmy Kawayida, who led the town council officials, including Town Clerk Mrs. Eudia Muabazi, LC V Councilor Hon. Amedi Bende, and various LC I and LC II representatives from the town.

Rwamucucu Sub-county LC III Chairperson Rolland Magaba also joined to represent his sub-county, demonstrating the collective commitment to solving shared problems.

Speaking to this reporter after the meeting, Mparo Town Council Mayor Kawayida explained that the meeting was called to discuss issues affecting all three neighboring lower local council units in the two districts.

He stated that communities face numerous challenges, including poor roads that make it difficult for traders to reach markets and sick people to access health units, alongside soils that have turned infertile.

“The reason we met is to find solutions to the troubles we all share. Our roads are in poor condition. Traders cannot move their products, and sick people cannot reach health centers. Our land is also becoming less productive. We need to work as one to change this,” said Mayor Kawayida.

The urgency of the meeting was tragically underscored by heartbreaking incidents, including the loss of twins as a pregnant mother was being carried on a local stretcher (engozi). Medius Kyaritorana, wife of Rolland Saturday of Nyoherirwe village, Noozi Parish in Rwamucucu, lost her twins on July 19, 2026, along the way to the hospital.

In another devastating incident, an elderly man, Rwehimba Henry of the same residence, fell off a local stretcher while being carried to the hospital, blocking one of his veins; he later succumbed to the endured injuries.

The leaders jointly agreed that in mid-July, they will gather again along with technical teams from both districts to fix a roadmap for the road infrastructure that will join the three lower local council units.

The Mparo-Noozi-Butambi road, which connects Rukiga to Rubanda, was previously earmarked for rehabilitation at a cost of 1.06 billion shillings, but the project stalled after the contractor disappeared, leaving the road in a deplorable state.

Residents of Noozi, known as the food basket for Rukiga District, have been particularly affected, facing challenges accessing health services at Mparo Health Centre IV due to the road’s poor condition.

The joint meeting marks a new chapter of inter-district cooperation, with leaders from all three areas pledging to work together to ensure the road project moves forward and brings relief to communities that have long suffered from poor access.
