His arrest follows complaints from the family of the late Dr. Kasasa, who died in June 2024, after they discovered irregularities in a botched sale of their property. The family alleges that Kalungi colluded with brokers and officials at the Ministry of Lands to fraudulently transfer the land title into his name.
The disputed prime land, located in Mengo on Block 4 plots 200, 2002, 936, and 938, borders Sanyu Babies Home in Namirembe and stretches to Butikiro Road near Lubaga Road.
According to documents seen by this reporter, the title deed was originally in the names of Dr. Kasasa’s seven children, including Dauda Ddamu, Sarah Nabwule, Dr. Nulu Nakabonge, Sophia Nambalirwa, Janet Nakawunde, Idat Naddamba, and Faridah Zabali.
However, it was transferred to Kalungi’s name in December 2025, and then again to “Nalukolongo Packaging Industries Kampala” in January 2026.
Dr. Nulu Nakabonge, one of the administrators and registered proprietors who resides in the United Kingdom, has alleged that the family’s signatures were forged and their thumbprints were falsified on the contested transfer documents.
The discovery prompted the family to take the matter to court and lodge complaints with State House and other relevant authorities in pursuit of justice.
The family’s grievance has additionally been referred to the task force combating land grabbing and environmental degradation, which is led by Brigadier General Moses Lukyamuzi.
Meanwhile, Kampala Metropolitan Police Spokesperson Luke Owoyesigire confirmed that Kalungi is being held at CPS and that his case is being investigated.
Sources in the task force indicate that investigations are still ongoing to verify Kalungi’s statements, and if found guilty, the case will be forwarded to court.
