Presiding over the function, the Speaker of the 12th Parliament, Rt. Hon. Jacob Oboth Oboth, administered the Oath of Allegiance and the Oath of a Member of Parliament to the recently appointed ministers.

The ceremony, which underscored the constitutional provision allowing non-elected technocrats and political appointees to sit in the legislature by virtue of their office, was marked by a sense of unity and purpose.

“This is a pivotal moment for our legislative agenda. These colleagues bring a wealth of specialized experience from their respective dockets. While they may not have come through the ballot box, the law recognizes their critical role in shaping policy, and we welcome their technical input as ex-officio members,” Speaker Oboth remarked.

The inclusion of ex-officio members is designed to bridge the gap between the Executive’s technical arms and the Legislature’s oversight role, ensuring that Parliament benefits from the direct expertise of ministers running key government departments.

The full list of ministers sworn in includes a diverse blend of legal minds, career politicians, and technocrats:

· Hon. Sam Mayanja (Attorney General)

· Hon. Justine Kasule Lumumba (Minister of ICT)

· Hon. Tom Butiime (Minister of Tourism)

· Hon. Balaam Barugahara (Minister of Local Government)

· Hon. Kiryowa Kiwanuka (Minister of Defence)

· Hon. Sanjay Tanna (Minister of Trade)

· Hon. Jonard Asiimwe (Minister of Science & Technology)

· Hon. Dr. John Chrysostom Muyingo (State Minister for Higher Education)

· Gen. Wilson Mbadi (State Minister for Trade)

· Hon. Simon Mulongo (State Minister for Industrial Relations)

· Hon. Alice Kaboyo (State Minister for Luwero Triangle)

· Hon. Grace Mugasa (State Minister for Bunyoro Affairs)

· Hon. David Bahati (State Minister for Industry)

· Hon. Beatrice Anywar (State Minister for Environment)

· Hon. Monica Musenero (State Minister for Energy)

· Hon. Cissy Mulondo (State Minister for General Duties)

· Hon. Amina Mukalazi (State Minister for Privatisation)

· Hon. Magode Ikuya (State Minister for EAC Affairs)

Following the swearing-in, the members join the already sworn-in members of the 12th Parliament, who recently started their legislative roles in Uganda.
