Inside Uganda’s Shs 31 Billion CCTV Scandal: Museveni Suspends Top Officials

KAMPALA – President Museveni has directed the Permanent Secretary of the Ministry of Internal Affairs, Lt. Gen. Joseph Musanyufu, and the Under-Secretary of Police, Mr. Aggrey Wunyi, to proceed on forced leave for six months.

The development follows intensified investigations into rampant corruption plaguing the maintenance of the National CCTV and Command Centre Project in Uganda.

A damning corruption report from outgoing Internal Affairs Minister Maj. Gen. Kahinda Otafiire, dated May 23, 2026, detailed a web of bribery and extortion involving senior officials and a middleman, crippling Uganda’s crime-fighting camera network.

Reports suggest the troubles began after Chinese tech giant Huawei faced US and EU sanctions in 2019, prompting a transfer of maintenance duties to a local Ugandan firm owned by scientists.

While Maj. Gen. Otafiire successfully lobbied for the release of Shs 31.37 billion for the maintenance work, the funds never reached Dealan Associates due to alleged bribe demands from ministry officials through a middleman named Hassan.

President Museveni has since ordered the immediate administrative suspension of the implicated accounting officers to clear the way for a thorough investigation by the Anti-Corruption Unit.

The directive forces Internal Affairs Permanent Secretary Lt. Gen. Joseph Musanyufu and Police Under-Secretary Aggrey Wunyi to go on six months of forced leave pending the investigation’s conclusion.

The President further ordered that the identified middleman, Hassan Serunjogi, be charged with corruption if sufficient evidence is found, while also explicitly directing that Barbra Katisi of Dealan Associates Limited be paid all outstanding monies owed to her company.

Despite repeated warnings about the rot within the police camera maintenance system, authorities had previously taken little action, requiring the President’s direct intervention to finally trigger accountability.

Meanwhile, the Anti-Corruption Unit has since confirmed that it has taken over relevant documents from the ministry and has summoned several officials for questioning.
