A Quiet Oath for an Elder Statesman: Gen. Moses Ali Begins New Term

KAMPALA – The veteran legislator Hon. Gen. Moses Ali was on Wednesday, May 13, 2026, granted special permission to take his oath inside Parliament Conference Hall, commencing his tenure as Adjumani West County MP in the 12th Parliament.

Gen. Moses Ali was among a select few Members of Parliament granted special permission to take his oath of office inside the Parliament Conference Hall, away from the standard public podium at the main entrance.

The 87-year-old former Second Deputy Prime Minister, who is now poised to become the oldest member of the 12th Parliament, was unable to follow the usual parliamentary protocols due to ongoing health challenges.

The Clerk to Parliament Adolf Mwesige, alongside a female clerical staff member, witnessed the low-key ceremony in which Ali took the requisite oaths in a more controlled, private setting.

The only other MP accorded similar treatment was Enos Asiimwe of Kabula County, who earlier this year survived a brutal attack in Lyantonde District, sustaining severe injuries.Adolf Mwesige personally presided over both ceremonies, prioritizing members’ safety over tradition.

At 87, Gen. Moses Ali’s return to the legislative house marks a significant moment as he enters a Parliament dominated by a younger generation of leaders, some of whom were born after the 1986 NRM takeover.

Despite his age and recent health struggles, Ali remains a formidable political figure, having served as Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament from 2021 to 2026.

His quiet swearing-in, away from the spotlight and the physical demands of the parliamentary podium, was seen by colleagues as a mark of respect for a man who has served at the highest levels of government for decades.

“The clerk’s office made appropriate arrangements to ensure that Hon. Ali could fulfill his constitutional duty without unnecessary strain,” a parliamentary source said.

Gen. Moses Ali officially resumes his duties in the 12th Parliament, bringing with him decades of experience and a historic place as the chamber’s elder statesman.
