Rubirizi District Service Commission Secretary Suspended Amid Corruption Allegations

RUBIRIZI – The Secretary of the Rubirizi District Service Commission has been suspended pending investigations into allegations of corruption and manipulation of job recruitment lists.

The development was announced by the Chief Administrative Officer (CAO), Paul Samuel Mbiiwa, during a press conference held Monday at the district headquarters, following a public outcry over the recruitment process.

Mbiiwa told the press that the commission secretary, Munori Richard, has been suspended indefinitely following a joint resolution by stakeholders and the District Security Committee after reviewing multiple grievances.

“The police and other security agencies have begun investigating Mr. Munori over the alleged job list manipulation after noticeable errors were detected in the shortlisting process. The investigators are expected to give a feedback report within two weeks,” stated Mbiiwa.

He announced that the recruitment process has been halted pending the investigation’s outcome and urged community members with relevant information to report to the police to assist in the inquiries.

The District Service Commission Chairperson, Charles Birungi, stated that the decision to suspend Munori followed anomalies detected after an aptitude test for 661 job applicants.

He noted that clerical errors attributed to the secretary appeared on the first shortlist, though a corrected list was issued on April 17, 2026. He urged the public to remain calm during the investigations.

“The people of Rubirizi are tired of watching their future be traded behind closed doors. If the allegations of list manipulation are true, this isn’t just a clerical error, it is a betrayal of every qualified young person who played by the rules,” Birungi stated.

Birungi warned against tribalism, political affiliations, and religious bias in recruitment, pledging that the commission will hire based on merit and that the law will take its course against anyone found guilty.

Meanwhile, when contacted, Munori Richard confirmed his suspension to allow police investigations but strongly denied all allegations of corruption, calling claims that he took money for jobs malicious and aimed at tarnishing his reputation.

He admitted that the job list was tampered with but insisted he took corrective action by issuing a corrected version, stating that the only error was the tampering, which he already fixed.

“All the allegations that I took money from people in exchange for jobs are false and are intended to tarnish my name and destroy my reputation. They are malicious. The only error was the tampering of names, which I already corrected,” Munori stated.

Munori challenged accusers to come forward with concrete evidence instead of public slander, reaffirmed his professional record under the Public Service Commission Act, and declared that the truth will soon emerge.
