Police Warn Against Hooliganism, “Rogue Youths” in Election Nominations

KAMPALA, UGANDA – The Uganda Police Force has outlined a detailed security and public order plan for the upcoming nomination exercise for local government elections, urging all participants to adhere to electoral laws and maintain peace.

According to the Electoral Commission (EC), the nomination of candidates for positions including District/City Chairpersons, Lord Mayor, and Councillors including those for Special Interest Groups (SIGs) is scheduled to take place from September 3rd to September 5th, 2025.

The updated security directive was formally communicated by police leadership on September 1st, 2025, during their scheduled weekly media briefing held at the Police Headquarters in Naguru, Kampala.

Police Spokesperson ACP Rusoke Kituuma advised all candidates and their supporters to strictly follow Electoral Commission guidelines and national laws governing public gatherings and traffic management.

Kituuma highlighted concerns over past incidents where nomination processions led to traffic congestion and public disturbance, while also issuing a strong warning against any form of violence or public disorder.

“It is important to ensure that their activities do not disrupt or inconvenience other road users. All candidates must refrain from any acts of hooliganism to maintain a peaceful environment,” stated Kituuma.

He further cautioned against employing unstructured youth groups, who have been associated with chaos in previous electoral periods, and encouraged cooperation between political actors and law enforcement to ensure a smooth nomination process.

The announcement forms part of broader preparations by security agencies to ensure that electoral activities are conducted peacefully and without incident.
