Fraudsters Exploit Job Seekers With Fake RDC Appointments – Ministry

KAMPALA – The Office of the Ministry of Presidency has warned the public against fraudsters soliciting money with false promises of securing appointments as Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), Deputies, or Assistants.

The Ministry issued an official notice on July 1, 2026, warning of a growing scam in which fraudsters are duping citizens by falsely promising influence over the appointment process.

The Ministry clarified that all RDC and RCC appointments are made solely by the President under Article 203 of the Constitution, with no agents, middlemen, or brokers involved at any stage.

The Government further stressed that no fees, payments, or so-called facilitation are required for any public service appointment, and citizens should never pay money for such positions.

“No fees, payments, or ‘facilitation’ are required at any stage of appointment to the Office of RDC/RCC, Deputies, and Assistants. The Government does not charge money for public service appointments,” the notice read.

The Office further warned that no recruitment or reshuffle is underway outside official presidential communications, and anyone demanding money for RDC jobs is acting fraudulently.

The Permanent Secretary, Hajji Yunus Kakande, had earlier confirmed that all RDC, deputy, and assistant positions are currently filled, with no vacancies or impending changes.

“People should not pay money to conmen for RDC jobs. Positions are already filled; the holders are currently serving, and there will be no changes in the meantime,” Kakande stated.

The warning comes as police in Kampala arrested two suspects accused of extorting money from a job seeker under the guise of securing him an appointment as an Assistant RDC.

According to Kampala Metropolitan Police spokesperson Racheal Kawala, Eddie Kaigwa and Juliet Nganda allegedly obtained Shs2 million from Awan Mugabi Obadia after promising him the government position.

Investigations revealed that Nganda belonged to a larger racket operating across districts, convincing victims that payments would facilitate access to influential officials who could sway appointments.
