Uganda Police Force Gets 20.5% Manpower Boost as 9,952 Recruits Graduate

MASINDI – President Yoweri Kaguta Museveni has directed fresh police recruits to shun corruption, protect their well-being, and harness cutting-edge tools like forensic science, K9 squads, and CCTV in the fight against crime.

The President issued the charge on Friday, June 26, while presiding over the historic pass-out ceremony of the 25th Intake of Probationer Police Constables at Police Training School Kabalye in Masindi.

A total of over 10,000 Probationer Police Constables graduated to take on their roles after undergoing nine months of initial police training at Police Training School Kabalye in Masindi and Police Training School Ikafe in Yumbe.

Addressing the graduates during Friday’s historic pass-out ceremony at Kabalye Training School, President Museveni underscored that discipline and integrity form the bedrock of police service.

He issued a firm admonition against corruption and urged the new officers to safeguard their health and harness modern policing tools, including forensic science, K9 units, and CCTV, in the fight against crime.

The President further reminded the recruits that security must go hand in hand with wealth creation, charging them to protect Ugandans and their livelihoods as the nation strives to bring every citizen into the money economy.

“Discipline and integrity are the bedrock of your service. Reject corruption, safeguard your health, and wield modern tools, forensics, K9, and CCTV, to crush crime. Security must protect our people and their livelihoods, ensuring every Ugandan enters the money economy and shares in national prosperity,” the President remarked.

The Inspector General of Police, Abbas Byakagaba, hailed the historic intake of 9,952 trainees as the largest single graduation in Uganda Police Force (UPF) history, representing a 20.5% boost to manpower and bringing total force strength to 58,369 personnel.

He said the new cohort features 65% male and 35% female officers, reflecting deliberate efforts to improve gender representation, while the current police-to-population ratio now stands at about 1:839 for Uganda’s 49 million citizens.

The IGP underscored that the Uganda Police Force’s priorities are fully aligned with national development programs, including the Parish Development Model (PDM), Operation Wealth Creation (OWC), and the Emyooga initiative.

“We are fully committed to supporting national development programs through security and peace. Our five-year strategic plan is consciously anchored on NDPIV objectives, placing peace and security at the heart of economic transformation,” Byakagaba affirmed.

The Director of Interpol and International Relations, AIGP Joseph Obwona, called on the new officers to uphold professionalism and remain steadfast in their oath to protect and serve the people of Uganda.

“You have sworn an oath to protect and serve the people of Uganda. Let that oath guide every decision you make and every action you take. Uphold professionalism, remain steadfast in your duty, and never forget that the safety of our nation rests in your hands,” Obwona said.

The Commandant of PTS Kabalye, CP Lawot Patrick, confirmed that the graduates are now fully equipped with the knowledge, skills, and values required to serve as police and immigration officers for Uganda.

He underscored that the trainees have been molded to view peace, security, and the rule of law as essential to national development, and are ready to serve selflessly, uphold integrity, and advance the nation’s transformation.

The ceremony was graced by the Minister of Internal Affairs, Hon. Prof. Ephraim Kamuntu, alongside Hon. Balaam Barugahara, Minister of Local Government, among other senior government officials and police leadership.
